We are asking for the public’s help inorder to
stop the Child Support Scam of a 21 Year old missing man!

Falmouth, NS, Connie Brauer and Victor Harris are at their wits end! What is a natural progression from childhood to adulthood and is every parents’ right, is deprived to Mr. Victor Harris,

father of a 21 year old man, William Harris. His whereabouts are unknown to our family and yet we are still forced to pay child support ordered by the judge, to his mother Paulette Harris of Halifax, NS.

For all we know the man could be raising his own family, or moved out west or even moved into the US. We have been denied all information by the mother, who works for the Halifax school board and

teaches at Oxford school.

Even the police have been unable to find out where he is. Paulette Harris refused to tell them. She has denied the judge’s order for her to inform us of any change of address within ten days.

We have been unable to communicate with him for more than a year now. Our phone messages to the house go unanswered. Paulette is uncooperative in any way.

Last Aug. 2/07, we decided to take a trip into Halifax and see if we could find William Joseph Harris. In the past we have been able to find him at home or even walking on the street. We had a picnic lunch

prepared to invite him and his sister Emily Harris to the park, if she was at home. It’s difficult to have a relationship with her when she supports unrelentless child support of an adult. She had been traveling around the world on the Concordia for a year.

I also had to do a bit of business and that

was to serve Paulette Harris with some legal documents. She assaulted me. Plain and simple. When I left the building, without speaking with her, she ran after me and tried to break into my car

inorder to toss in the documents. She then struck me full force in the face. She has been abusive for years.

I filed a private prosecution for assault. Vic and I told the truth in court and Paulette Harris and Emily Harris, also a teacher in Ontario, lied repeatedly. As a result, Paulette was acquitted.

In October 3/07 we went back to court to terminate child support for William Harris, who was no longer living at his mother’s house. He completely ignored Mr. Harris’s application. Instead of granting this reasonable and inevitable request, we were stunned to hear Chief Justice Joseph Kennedy of NS order us to pay $10,000 in surety costs before he would hear the case. He read from secret documents that he did not share with us and decided to punish us for coming to court too much. Each and every time we came to court to have William removed from child support, the judges refused. No evidence was ever required, no work orders were made.


The secret documents were served upon Vic Harris, 27 days later. They were libelous and slanderous and had nothing whatsoever to do with William.

William could stay unemployed for as long as he liked and both parents were ordered to pay. However, it soon became apparent that only the Dad was paying when William gave up his “parent ordered apartment” and moved back in with his Mom. Going to school or work was completely unacceptable.

So here is the problem. We are a retired couple and live on a fixed income.


We will NEVER have $10,000 to pay for surety costs and therefore Paulette Harris will continue to collect unentitled child support for a man whom we can’t see and can’t talk to and is long over the age of majority. Our parental rights, our human rights and our Charter rights have all been severely violated by this unjust action.

our donations would be very much appreciated and only used to eliminate child support for a grown man. We need to target $20,000, for surety costs, lawyer’s fees and private investigators.

Why are we paying child
support for an adult male, indefinitely

Dear Prime Minister Stephen Harper and family,

We have been paying child support for our nearly, twenty-one year old son, for 20+ years now. He is able bodied and mentally fit so why are we still paying child support to his mother, Paulette Harris of Halifax

We have been before 10 judges to terminate child support for an over the age of majority son, who should have been terminated from support at 19. At 17 , William Harris was working and living on his own in his own apartment, but we were still ordered to pay adult support. He quit school at 15 and refused to go back. He works only when he wants to.

Now he is not working and we are still ordered to pay support to his mother. Neither he nor his mother have ever showed any appreciation or respect despite having supported the whole family in the amount of one million dollars since the marriage and most of it on a meager pension income.

During the marriage, the father, Victor Harris was the sole provider. After divorce, Victor Harris was ordered to pay exorbitant child support payments for three children whom he was seldom allowed to see. A non custodial parent in Canada is stripped of all human and parental rights as soon as a judge declares him a non custodial parent. All benefits go to the custodial parent.

Over the years we have paid for our children’s trips around the world, extended holidays in foreign countries, three apartments for three adults long after they stopped attending schools, one university education, one year living abroad, one 15 year old drop out who quit school and refused to work and two young adults who enrolled in the most expensive boarding school in Canada and then didn’t bother attending it, all by court order of the judges. We have had no rights or freedoms and no parental influence in any of these decisions. They were all decided by many, many judges. Judges have completely interfered in all parental decisions for the last 12 years of our lives.
We finally arrived at the time when the youngest man, who had dropped out of school, was over the age of majority and should finally have child support terminated.

But it wasn’t to be.

A single judge declared that he was mentally retarded, without any mental assessment from a mental health specialist. Instead he relied on the false allegations and testimony of the mother, Paulette Harris who has been using the mental illness excuse to gain all control and financial benefit for herself.

Ten judges later,
we are still paying $3,600 per year in child
support for an undiagnosed
and fraudulent mental illness.

Eight judges have never laid eyes on William Harris, our mentally capable son.

They all followed the same court orders as the previous judges.

Two judges denied our application for an independent psychological assessment, under Civil Procedure Rules 22.01.
(1) Where the physical or mental condition of a party is in issue, the court may, at any time on the application of an opposing party or on its own motion, order the party to submit to a physical or mental examination by a qualified medical practitioner.

Three appeals court judges, found the judge made no error by declaring a grown man mentally incompetent without seeing him and without a mental assessment of any kind proving mental illness. Since when can judges practice psychology from the bench

One judge ordered the mother to pay child support to the young adult, in the amount of $3,600 but made no provisions for her to do so. She makes far more money than we do.

The only one who is actually paying child support is the father.

One Federal court Prothonotary determined that this matter was not a constitutional matter and sent us back to the Supreme Court where we get no positive results and no justice.

Four judges ordered us to pay costs for seeking justice. It is our constitutional right to terminate child support when the child is a man, however, if we go back to court we are ordered to pay costs to the mother. The only way to terminate child support is to go back to court. We were ordered to pay costs four times. Too high a price for no justice.

One judge dismissed our lawsuit against Paulette Harris, for medical fraud and child support fraud entirely. What else is this but medical fraud and a child support scam

Two judges dismissed the testimony of William’s doctor, stating that he didn’t know anything about any mental disabilities.

Seven times we subpoenaed our son William to appear in court and he failed to appear.

At no time was he ever arrested or ordered to appear. At no time was he ever ordered to get a job or even get treatment for this alleged mental incompetence. He is an adult.

He is on a never ending holiday at our expense. To date we have been forced to pay in excess of $21,000 for a man who won’t get out of bed until mid afternoon to look for employment.

The Canadian Judicial Counsel found absolutely nothing wrong with multiple judges denying us our constitutional rights. Judges practicing psychology from the bench, without a license and without a patient was no cause for concern.

Each judge violated our parental rights and our Charter Rights but there is no way out of this child support scam. It is endorsed by the judges for the benefit of the mother, Paulette Harris. It does nothing but harm and destruction to William Harris.


We are the only ones who want our son to be financially independent. William, his mother Paulette Harris and the judicial industry are quite content to have us pay child support forever!


Prime Minister, what are you doing about it How can this happen in Canada What have you done to repair the judicial injustice What would you do if this happened to your family?

We demand an immediate and full investigation into this matter.
We demand an end to torture and terrorism and judicial abuse.
We demand our full constitutional rights.
We demand financial compensation.
We demand child support terminated, retroactively to age 19.

When will it stop?

I was assaulted by Paulette Harris, an Oxford School Teacher and the mother of William Harris.
We are still paying child support for William even though he will be 21 years old in Dec.07.
Why are we still paying child support for a man who doesn't work, doesn't go to school and doesn't get out of bed until mid afternoon?

Because one Nova Scotia judge declared him to be mentally retarded without ANY medical assessment or evaluation. Only her self indulgent and arrogant crap to support this lie.

There is absolutely nothing wrong with William Harris.

On Aug. 2/07 Vic Harris, the dad, and I went to Halifax to catch up with him and his sister, Emily Harris.

At the same time we had to serve Paulette some legal papers. As soon as I approached, Emily started bad mouthing me and became verbally abusive.

I knocked on the door to serve Paulette and she came screaming out of the house.
Grabbed the envelope and raced to our car. I came down the steps and she hit me, with a full force handslap.

Is this the kind of teacher you would like to have around your kids? This is a very violent and evil woman.

Over the years, she has done everything possible to alienate the children from our family.

In the meantime she is still collecting child support.

No less than ten judges have heard our case and all continue to order child support.

Two of them have denied our application to get a full mental evaluation.

One of them has denied our lawsuit for medical fraud.

Three appeals court judges failed to find anything wrong with a judge, unlawfully practicing psychiatry from the bench, without a patient.

One Federal Court Prothonatary dismissed our case despite various violations of the Charter of Rights.

One judge couldn't find any change of circumstances and therefore we must continue to pay.

Here is the bottom line. William is never going to find a job as long as he is a kept man. It's a catch 22. No job, no child support termination.

As long as we pay, there will be no job.

Has anyone else been violated like this? How in the hell, can judges continue to collect their paychecks when they make these kinds of ludicrous decisions?

I was assaulted while serving legal documents

I was assaulted by Paulette Harris and harassed by Emily Harris while attempting to serve a legal document.

This woman, Paulette Harris, has been receiving child support for nearly 21 years for a young man who is a lazy bugger and most likely a drunk 90 % of the time.

Our son has been on a perpetual holiday for over 6 years, living the life of luxury, unaccountability, arrogance an ignorance while the retired, old age pensioner dad is forced to pay for this oaf.


I didn't even say anything to either one of them, just served the paper and turned around to go back to my car. The mother grabbed the legal documents and ran towards our car in an attempt to throw them back into our car.

Then she whacked me across the face as hard as she could.
I have the bruise to show for it.

I didn't say word, proceeded to my car and called the police.
All the while the two screaming women were yelling at us.

Within 5 minutes, two patrol cars and one cruiser were at the scene.

I was told to go to court to file my charges against Paulette Harris.

I did.
